Can you still work with other kinds of software if you are a Computer Software Engineer?

What I mean by that question is, if you learn how to develop and create software on a computer, can you use that knowledge to develop software on devices other than computers (Examples: Software for video game consoles like PS3’s, Wii’s, and Xbox’s; Handheld Portable Devices like tablets, phones, ipods, PSP’s)? Or is that knowledge specifically only for computers?

   My opinion almost all programs in existence are high level abstracted from the hardware in computer science tend to program is not that bad since most programming languages are.
