What computer software is best for creating books?

I would like to create books for my children. What software is best for formatting books? I want to scan in pictures to use for the illustrations. Thank you.

   An open source software called pageplus se both are freeware.
   An open source software called scribus and another one from seriff software called pageplus se both are freeware.

   Microsoft publisher & Microsoft word r very handy software 2 create books.
