What computer software synthesizes voices?

Im looking into computer software capable of creating beats and record and synthesize vocals.
The type of sound i’m going for is that of Breate Carolina, Watchout! Theres Ghosts, and I See Stars.
I want to make that techno sound and be able to work with vocals.

Does FruityLoops software go this??
